All that is required in some instances is a BIOS update. AMD's boot kit consists of an Athlon 200GE processor and an accompanying cooler. The purpose of the loaner CPU and cooler is so that users who own an X470 or B450 motherboard can fire up their rig and apply a BIOS update, so that it will boot with their new Ryzen 3000 series CPU.
Most ssers who are upgrading from an existing setup can simply apply an applicable BIOS update before swapping out their old CPU for a new one. However, there are certain instances where that may not be possible. Maybe you sold your old chip before first updating the BIOS, or picked up an X470 or B450 motherboard on sale to pair with a Ryzen 3000 series processor, rather than spending more on an X570 board.

Some motherboards will allow you to update the BIOS without a CPU installed, by way of a flash drive. That is something to look into before requesting a loaner boot kit from AMD. The company also suggests first checking with the retailer you purchased your motherboard from, to see if they can facilitate a BIOS update at their location (but let's be real, who buys offline these days?). And in some cases, an OEM may be willing to provide an RMA exchange.
